Diversification of agricultural activities with installation for the production of energy from alternative sources

The regional Announcement which promote the diversification of activities through the production and sale of clean and renewable energy is underway: the loans will benefit agricultural companies that undertake to build installation for the production, distribution and sale of energy and/or heat. As for bioenergy, dedicated crops cannot be used but only agricultural waste and by-products in a circular economy perspective. Applications must be submitted within 29 November 2019.

The Operation is applicable throughout the region in the following rural areas

  • Rural areas with development problems (D areas)
  • Intermediate rural areas (C areas)
  • Intensive and specialized farming areas (B areas)
  • Urban and suburban areas (zones A).

Types of intervention

The following types of intervention are eligible for support for the construction of installations for the production, transport and sale of energy and/or heat such as:

  • thermal power stations with predominantly fueled boilers with wood chips or pellets (maximum power of 3 Mwt);
  • biogas installations (maximum power of 3 Mwt) from which to obtain thermal and/or electric energy (including cogeneration);
  • wind power installations (maximum power of 1 Mwe);
  • installations for the production of solar energy (maximum power of 1 Mwe or 3 Mwt, ground installations are excluded);
  • water power installations (small jumps - maximum power of 1 Mwe);
  • installations for the production of biomethane (maximum power of 3 Mwt);
  • combined installations for the production of energy from renewable sources: in these systems thermal side must have a maximum power of 3 Mwt and the electrical side must have a maximum power of 1 Mwe;
  • installations for the production of pellets and fuel oils from vegetable material;
  • small energy distribution network and/or intelligent energy storage systems works with power stations or systems built in implementation of this notice up to a maximum limit of 20% of the eligible expenditure of the project presented and provided that this network and/ or installation is owned by the beneficiary.

Eligible expenditure

For these interventions, the following expenses are eligible:

  • construction, renovation and improvement of real estate strictly necessary to house the facilities subject to financing;
  • masonry, construction and excavation works for the construction of distribution networks;
  • purchase of new installations, machinery, equipment and supplies for power generation up to coverage of the market value of the asset, and to the extent strictly necessary for the implementation of the intervention according to the best design techniques in the field;
  • general expenses related to the expenses referred to in the previous points up to a maximum limit of 10% of the eligible expenses. This item also includes the technical and business expenses;
  • purchase of computer equipment and related software related or necessary to the activity of production, transport, sale of energy and/or heat supported.

Regardless of the type of production, systems must have powers up to a maximum of 1 megawatt electrical or 3 megawatt thermal. They must also be sized to produce electricity or heat in quantity exceeding  than company consumption so that they can be sold or given to third parties.

The raw material that will feed the structures must come from the company itself or from others in the area united by a supply chain agreement, within a maximum distance of 70 kilometers.

Companies can submit spending projects from € 20,000 and without limits: the maximum contribution will still be calculated in accordance with the system of minimum and can’t therefore exceed € 200.000.

The contribution

The contribution will be in capital account adjustable between 20 and 50% of the eligible expenditure, within the limits of cumulation with other public incentives for energy from alternative sources. You can ask for an advance of 50% of the allotted amount.

In the rankings, additional scores are provided, with equal requirements, for mountain farms and for young farmers who have received a grant for the start-up of a new company in the previous five years.

Requests must be submitted by 29 November using the Agrea - sIAG information system, according to the procedures indicated by Agrea.
