Storage Announcement 2019 Veneto

Publication date: 25 June 2019

Announcement for the granting of grants for the purchase of storage systems for electricity produced by photovoltaic systems - year 2019

With the resolution of the Regional Council n. 840 of 19 June 2019, the announcement for incentives for the storage systems of electricity produced by photovoltaic systems for the year 2019 was approved.

The measure allocates a total of 2 million euros, with a non-repayable contribution for expenses incurred for the purchase and installation of a storage system that covers 50%, up to a maximum of 3,000€.

Where compatible, the contribution provided by the announcement can be combined with the tax advantage of 50%!

The grant will be granted by means of an electronic procedure:

  1. Accreditation (request for credentials) from 09:00 on 24 June 2019 until 15.00 on 25 July 2019, at the following link:
  2. Application submission from 09:00 on 8 July 2019 until 15.00 on 31 July 2019 at the following link:
    ATTENTION: applications will be considered according to the chronological order of presentation up to the capacity of the foreseen allocation; the date of 8 July is therefore expected to be a "CLICK DAY".
  3. Final report by 13 December 2019.

The main rules for access to the benefit are:

  • Be exclusively private citizens.
  • The application for participation can be submitted only by the owner of the photovoltaic system that has incurred or will incur the expense for the purchase and installation of the storage system.
  • The benefit is provided exclusively for systems installed from 1 January 2019 and reported by the deadline of 13 December 2019 in the Veneto Region.
  • The storage system must be combined with an existing or upcoming photovoltaic system with power up to 20 kW.
  • The Responsible Subjects of incentivized photovoltaic systems can also participate in the call (with the exception of those of the 1st Energy Account);

Required data for the application submission phase:

You must enclose on-line the following documentation in pdf format of your application, under penalty of ineligibility of the application.

  1. copy of the applicant's identity document;
  2. copy of the estimate or invoice, detailed in cost items, for the purchase and installation of the storage system;
  3. copy of the quote or invoice, detailed in cost items, for the purchase and installation of the additional meter (if applicable);
  4. "Declaration by the installer of the storage system" (Annex 2 to this announcement), complete with a copy of the installer's identity document and containing the following information and declarations, under penalty of ineligibility of the application:

  1. Type of storage system used (mechanical, electrochemical, etc.): if an electrochemical accumulator is used, the cell technology with which the battery is made (e.g. lead, lithium ion, sodium, nickel chloride, etc.) must also be indicated;
  2. Discharge depth (DOD), expressed as a percentage;
  3. Nominal power (E), expressed in kWh;
  4. Number of life cycles declared by the manufacturer (Nd), specifying the reference discharge depth (DOD) at which this number has been calculated, expressed as a percentage and the residual capacity (Cd) of the storage system expressed as a percentage;
  5. Declaration that the system has the CE mark;
  6. Declaration that the storage system (excluding off-grid systems) is/will be connected according to one of the modes provided in CEI 0-21
  7. Declaration that the storage system has been / will be installed in compliance with current standards.

All documents must be exclusively in PDF format, duly completed in all fields and signed where required with handwritten signature (except for the document in letter d), that is the declaration of the installer of the storage system, which can be digitally signed and in P7M format, and must be legible, under penalty of ineligibility of the application.

The application must also state:

  • certified e-mail address or the address at which to receive any communication relating to the grant application;
  • approval of the conditions of the announcement;
  • availability of the technical surveys and check that the Veneto Region will consider appropriate to carry out;
  • the responsability to promptly communicate, and in any case before the delivery of the contribution, any registry changes.
  • the payment of the stamp duty currently in force equal to 16,00 € due for all applications to public offices pursuant to D.P.R. 642/1972.

Calculating the contribution

The contribution is allocated by identifying two shares:

Share A

It’s determined through the key data of the storage system (number of life cycles, DOD, residual energy); a coefficient is calculated, which can reach a maximum of 0.5, which multiplied by the cost of the storage system, provides the contribution for share A.

Share B

It’s equal to 50% of the cost incurred for the installation of the storage system, up to a maximum amount of € 300.

It should be noted that the sum of the A and B shares cannot in any case exceed the maximum contribution value of € 3,000

Example of what cannot be financed with the announcement:

  • the purchase and installation of the photovoltaic system;
  • the costs of building work related to the installation of the storage system;
  • the incidental expenses related to the obligations required by the GSE and/ or the electricity distributor or any consultancy costs for assistance on this Announcement by professionals.
  • expenses for storage systems built and paid before 1 January 2019.
